To support UIS in developing, testing, validating and disseminating a practical protocol for linking foundational literacy assessments to the global MPL for SDG 4.1.1a reporting. The aim is to produce a technically rigorous and operationally usable framework to enable UIS and countries to determine whether selected foundational literacy datasets are suitable for MPL-referenced reporting; promising but requiring further validation; suitable for national monitoring only; or not recommended for current use
