La mission comprend notamment l'élaboration des tomes 2 à 4 du programme, leur mise en cohérence avec le tome 1, la mise au point technique et juridique du dossier de consultation du futur MGP, l'assistance au dialogue compétitif, à l'analyse des offres, à l'attribution et à la mise au point du contrat, ainsi que des missions optionnelles de suivi de la conception, des travaux, de la GPA et des deux premières années d'exploitation-maintenance.
