BACKGROUND
MICRO 2 BACKGROUND
The World Bank support the maritime sector in Tuvalu through the ongoing Maritime Investment in Climate Resilient Operations II (MICRO 2) . MICRO2 will improve climate resilience of workboat harbours in Nanumea and Nukufetau wharf project. It will also finance the resilience improvement of a new workboat harbour in Nanumaga. Prior to appraisal, financing of US$13 million equivalent under MICRO will be canceled and recommitted to MICRO2. Together with additional allocation from MICRO2 Financing, the Nanumaga harbour work will be implemented fully under MICRO2. Project Management Support falls under component 3 of the project, that finance activities that will improve the policy, management, and regulation of a climate resilient maritime infrastructure, and provide support to address gender employment gaps and potential sexual exploitation and abuse and sexual harassment concerns related to project implementation. This sub-component will finance the provision of technical, advisory, operational, and administrative support to MPWIDW and the Project Management Unit (PMU) and supervising engineer consultancy. This would include the provision of office space, equipment, supplies, and financial auditing services. TUSRAP BACKGROUND
The World Bank support the transport sector in Tuvalu through the ongoing Tuvalu Safe and Resilient Aviation Project (TuSRAP). TuSRAP, focuses on developing a safe and resilient aviation sector building on the achievements of the Tuvalu Aviation Investment Project (TvAIP). The project development objective of TuSRAP is to improve the safety and resilience of the Recipient’s aviation sector and to ensure reliable regional air connectivity. The project supports critical investments in airport infrastructure, including runway, taxiway and apron rehabilitation (completed in 2025), installation of aviation safety and navigation equipment, climate-resilient infrastructure enhancements, ancillary terminal upgrades, and sector capacity building. In addition, the project finances institutional strengthening, development of management plans, operational procedures and training programs, safeguards obligations and project implementation support. The project is implemented by the Ministry of Transport, Energy and Tourism (MTECI) and is scheduled to close on September 30, 2027.
2. OBJECTIVE
The main objective of the assignment is to competitively hire an individual consultant for the position of MICRO II and TuSRAP Project Manager. The Consultant shall serve as Project Manager for both MICRO II and TuSRAP and shall be responsible for the overall planning, implementation oversight, coordination, monitoring, reporting, and delivery management of both projects and in line with World Bank guidelines and national priorities. The Consultant shall be based in Tuvalu for the duration of the assignment and shall be available to undertake regular travel within Tuvalu, including to outer islands, as required. Applicants may be national or international candidates and do not need to be resident in Tuvalu at the time of application. The Consultant will work closely with the Government of Tuvalu, in particular the Ministry of Public Works, Infrastructure, Development and Water (MPWIDW), the Ministry of Transport, Energy, Communication and Innovation (MTECI), the Ministry of Finance and Economic Development (MoFED), the Department of Marine and Port Services (DMPS), the Department of Civil Aviation (DCA) and the CPMO as well as with the World Bank task team to provide oversight and monitoring and evaluation of the project. The position combines project management responsibilities for both MICRO II and TuSRAP. The Project Manager shall provide a single point of leadership and accountability for overall project implementation while being supported by project specialists in procurement, financial management, environmental and social risk management, monitoring and evaluation, engineering, and contract administration. The Project Manager shall ensure alignment and coordination across both transport sector projects and promote efficient use of government and project resources.
3. INVITATION
The PMU on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in the position herein available within the PMU of the MICRO2 & TuSRAP project – the MICRO2 & TuSRAP Project Manager (Consultant) Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc).
4. EXPERTISE REQUIREMENTS
The consultant should possess the following skills, knowledge and competencies: Minimum bachelor’s degree in engineering, project management, public administration, transport, infrastructure, economics, or related field. Master’s degree is desirable.
At least 10 years of professional experience, At least 7 years in project/program management Demonstrated experience managing donor-funded infrastructure projects Demonstrated experience managing multiple donor-funded infrastructure projects and coordinating multidisciplinary teams across government agencies. Strong Contract Management experience, including works contract, claims, variations, delays and performance monitoring Experience in transport/maritime and aviation infrastructure is desirable Experience on a small island, remote, fragile
