Sunnhordland Innkjøpsforum gjennomfører anbudskonkurransen på vegne av kommunene Stord, Tysnes, Bømlo, Fitjar og Kvinnherad. Hver kommune er en egen juridisk enhet, og den endelige avtalen skal derfor undertegnes av ansvarlig person i den enkelte kommune. Kommunene har som mål å inngå avtale om levering av matvarer til storhusholdning. Beskrivelsen av leveransen følger av vedlagt kravspesifikasjon og prisskjema. Denne avtalen er rettet mot produksjonskjøkken/storhusholdning. Øvrige avdelinger i kommunene har rett, men ikke plikt til å benytte seg av avtalen. Avtalen omfatter matvarer innen kategoriene: brød og brødvarer; kolonialvarer; frukt og grønt; fisk og fiskeprodukter; kjøtt og kjøttprodukter. Meieriprodukter inngår i en separat delkontrakt.
