The Government of the People's Republic of Bangladesh (GoB) has received financing from the International Development Association (IDA) toward the cost of the ACCESS – Bangladesh Phase 1 Project , under which the remaining activities of the Bangladesh Regional Waterway Transport Project-1 (BRWTP-1) are being implemented by the Project Implementation Unit (PIU) of Bangladesh Inland Water Transport Authority (BIWTA) under the Ministry of Shipping, and intends to apply part of the proceeds for consulting services. The consulting services (“Services”) involve the engagement of a single Consultant to take over and complete the supervision, as Project Manager, of six remaining works contracts at sixteen sites: Pangaon Cargo Terminal, Narayanganj and Chandpur Passenger Terminals, and thirteen landing stations/launch ghats (estimated works value Tk 36,275.86 Lac). The Services cover construction supervision, contract administration, quality assurance, and environmental, social, health, and safety supervision. The Services will last 18 months, are expected to commence in January 2027, and will not extend beyond 30 June 2028. BIWTA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating the required qualifications and relevant experience. The shortlisting criteria are: (a) General experience of the firm (core business and years in business) in the construction supervision of civil engineering works; (b) relevant experience in supervising works of similar nature, size and complexity (waterway terminals, ports, jetties, landing stations or comparable marine infrastructure) as Engineer/Project Manager under FIDIC or comparable conditions, including environmental and social supervision, preferably in Bangladesh or comparable riverine conditions on development partner-financed assignments; and (c) technical and managerial capability of the firm. Assignments cited may be supported by client-issued evidence. Key Experts will not be evaluated at the shortlisting stage ; detailed CVs should not be submitted. Consultants are requested to submit, at a minimum, the following supporting documents as evidence of compliance with the above-mentioned criteria:
The firm's incorporation, trade, or registration documents issued in the firm's country of registration; The firm's brochures; and A description of similar consultancy contracts, including the scope, contract amount, client's name, contract period (from the date of contract signing to the date of completion), location or country of the services, etc.
4. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers (Fourth Edition, November 2020) (“Procurement Regulations”), setting forth the World Bank's policy on conflict of interest. Contractors executing any of the works to be supervised, and their affiliates, are not eligible. 5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, and should indicate clearly the form of association. In a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. In the case of an association, the consultants must explain in their EOI submission: (a) the rationale for forming the association; and (b) the anticipated role and relevant qualifications of each joint venture member in carrying out the assignment, thereby justifying the proposed inclusion of each member in the association. Failure to provide this explanation in the Expression of Interest may result in the association not being shortlisted for the assignment. 6. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations. A shortlist of five (5) to eight (8) firms will be prepared. 7. The Terms of Reference (TOR) may be downloaded free of charge from the Tender/Notice section of the BIWTA website www.biwta.gov.bd and are also available for inspection at the Office of the Project Director during office hours, i.e. 09:00 to 16:00 hours (local time, GMT+6), from Sunday to Thursday except public holidays. Expressions of Interest (EOI) in English must be delivered to the address below in a sealed envelope containing three (3) sets (one (1) original and two (2) copies) with a soft copy (PDF) on CD/DVD/USB flash drive, or by e-mail in PDF to [contact details removed], by 4 October 2026 at 14:30 hours local time (BST/GMT+6:00). In case of discrepancy, the original hard copy will prevail. 9. BIWTA reserves the right to accept or reject any or all EOIs, or to cancel the selection process at any stage in accordance with the Procurement Regulations, without incurring any liability to the affected applicant(s).
