The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification(D’MADD) Project , and intends to apply part of the proceeds toward payments under the contract for Procurement of Maldives Data Exchange(MDX) Platform Including Provision, Customization, Implementation, and Integration. The of Ministry of Finance and Public Enterprises on behalf of the Ministry of Homeland Security, Labour and Technology, now invites sealed Proposals from eligible Proposers for the Procurement of Maldives Data Exchange (MDX) Platform, including Provision, Customization, Implementation, and Integration. The Procurement process will be conducted through International Competitive Procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”) and is open to all eligible Proposers as defined in the Procurement Regulations.
Proposals will be evaluated in accordance with the evaluation process set out in the Request for Proposals documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.

Interested Bidders shall register with the Ministry of Finance and public enterprises, from 1 9 th August 2026 to 29th September 2026 between 8:00 hours and 14:00 hours on all working days by:
payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00 (United States Dollar One Hundred) , through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/), or by electronic transfer to a designated bank account, information of which can be requested through email to above given email addresses, and; Once the payment has been confirmed, the Bidder shall be registered upon submitting in person or by electronic mail, the following information: Name and Address of the Bidder Name, Email address and contact number of the Contact Person(s) Copy of the Payment/Transaction Receipt.
A complete set of Bidding documents and related documentation shall be available on the Ministry of Finance and Public Enterprises website www.finance.gov.mv for downloading. The Ministry of Finance and Public Enterprises shall not be held liable for any information not received by the Bidder, and it is the Bidder’s responsibility to verify the website for the latest information related to this invitation for bid.
A pre-bid meeting is scheduled to be held online on 3 rd September 2026 , at 11:00:00 . Additional information about the pre-bid meeting will be included in the bidding document.
Proposals must be delivered to the address above on or before 11:00:00 hours Maldivian Time on 1st October 2026 . Electronic Bidding will not be permitted. Late Proposals will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 11:00:00 hours Maldivian Time on 1st October 2026 . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Ministry of Finance and Public Enterprises until the second public opening.
All Proposals must be accompanied by a “Proposal Security” of USD 7,500.00 or the equivalent amount in MVR, which shall remain valid for 180 days from the date of bid opening.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
