UNICEF has now issued a Request for Proposals]in order to select a supplier for the provision of Outsourced Manpower Services for Fundraising.

BACKGROUND

In line with the Global UNICEF Private Fundraising and Partnerships (PFP) strategy, i.e. focusing on building a sustainable pool of regular donors and providing valuable unrestricted income for Country Offices (CO), UNICEF Philippines set up its own team of Face to Face (F2F) fundraisers in Q4 2018.

While the fundraisers in the F2F in-house team are interviewed, selected, and trained by organic UNICEF staff in PFP, the fundraisers themselves need to be hired and employed by an outsourced manpower agency. The hiring and compensation structure within UNICEF does not fit the nature of F2F fundraising which requires fundraisers to meet seasonal targets to qualify for financial incentives and rewards. The payroll, benefits, and other admin support roles are therefore contracted to a specialized manpower agency. This is consistent with the recommended model and framework for nearly all UNICEF F2F in-house teams globally.

This RFPS will allow UNICEF to continue acquiring more donors through fundraisers who will be deployed to UNICEF via a manpower agency.

This tender will be run through the UNICEF e-submissions system.

Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.

Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated.
