HBRC needs a practical system that allows a worker to raise an alarm through normal mobile coverage and retain an independent distress option when mobile coverage is unavailable. Our proposed control uses two complementary tools: • Mobile device software for routine lone-worker sessions, timed check-ins, duress alerts, location sharing and two-way communication while cellular, satellite, or Wi-Fi coverage is available. • A registered personal locator beacon (PLB) carried by workers who may be outside reliable mobile coverage. A PLB is an independent emergency distress device that alerts the national search and rescue system when activated. HBRC is seeking a simple, easy to carry, easy to activate, reliable software solution and personal location beacon for use in the Hawke’s Bay region and supported by clear response procedures.
