The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing day-to-day technical support to NASP, particularly the Department of Infrastructure Development, in ensuring high-quality implementation, supervision, and monitoring of construction and repair works under the INSON Project. Estimated level of effort and implementation period is approximately 12 professional staff-months. Expected start date: upon contract signature (tentatively September 2026). The National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Education and academic qualifications: Higher education in civil engineering, architecture, or related engineering disciplines. Additional professional training or certifications in construction supervision, design, or technical inspection are considered an advantage. Experience in Construction Supervision and Quality Control: At least 8 years of experience in: construction, reconstruction, and major overhaul of buildings and structures; technical supervision and quality control of construction and repair works; verification of compliance of completed works with approved design and working documentation; identification of defects and supervision of their rectification by contractors.
Experience with Design and Working Documentation: reading, analyzing, and reviewing detailed design and working documentation; preparing technical comments and recommendations on design solutions; coordinating interaction between designers, contractors, and the client; supporting processes of review and approval of design documentation.
Knowledge of National Construction Codes and Standards: Practical experience in applying national construction codes and standards (SNIP/SHNK, KMK, KNK, GOST), including requirements related to seismic safety, engineering systems, and building operation.
Experience in Monitoring Environmental, Social, and Occupational Health & Safety Requirements: monitoring compliance with occupational health and safety (OHS) requirements at construction sites; supporting compliance with environmental and social (E&S) requirements during construction implementation; interacting with the client and contractors to address and remedy identified non-compliances. Language Requirements: Fluency in Uzbek and Russian (spoken and written). Working knowledge of English is an advantage.
