Assignment Title: Lenders Technical Advisor of the ROGUN HPP (LTA).

Reference No . (as per Procurement Plan): TJ-PMG-EFC-CS-QCBS-02 The Republic of Tajikistan has received financing from the World Bank toward the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services for Lenders Technical Advisor of the ROGUN HPP (LTA) . ). The cost of the LTA contract will be covered by joint financing of the World Bank, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). The objective of the assignment is to provide the participating Financiers with independent, high-level technical, environmental, social, occupational health and safety, cost, schedule, and operational assurance throughout construction, commissioning, and the initial operations-monitoring phase of the Rogun Hydropower Project. The Consultant will act independently of the Employer, PMG, the Project Management Consultant (PMC), the HSE Supervisor, the Panels of Experts, contractors, and other project participants, and will report directly to the participating Financiers. The scope of services includes, among others, the following: independently monitoring project implementation, construction quality, design progress, schedule, costs, budget, technical integrity, and compliance with the Financing Documents; reviewing the adequacy and effectiveness of the PMC’s construction supervision, quality management, dam-safety activities, project controls, contract administration, and document management; conducting regular site visits and maintaining permanent resident site presence during construction and commissioning, including independent verification of progress and quality; independently reviewing environmental, social, labor, resettlement, occupational health and safety performance and the outputs of the HSE Supervisor, in accordance with applicable IFI standards and project instruments; reviewing and advising the Financiers on change orders, claims, variations, schedule and cost deviations, and related technical, contractual, environmental and social implications; reviewing milestone-payment requests and issuing independent disbursement certificates; reviewing punch lists, completion lists, factory and site acceptance tests, commissioning plans, performance tests, as-built drawings, and operation and maintenance manuals; issuing independent opinions and certificates for mechanical completion, provisional acceptance, final acceptance, and impoundment readiness; and monitoring initial operations, plant performance and technical integrity, and reviewing annual operation and maintenance budgets and operational performance reports.

The Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Legal status: The Consultant shall be a legally registered entity, established and in operation for at least the last 10 years. A copy of the Certificate of Incorporation issued by the relevant authority in the country of establishment shall be provided. In the case of a joint venture (JV), this shall be demonstrated for each member. General experience: The Consultant shall have at least ten (10) years of experience providing lenders’ technical advisory, independent engineer, owner’s engineer, project-management, construction-supervision, technical due-diligence, or monitoring services for large and complex infrastructure projects.. Specific experience. The Consultant shall have successfully completed, within the last 10 years:

at least two (2) assignments as lenders’ technical advisor, independent engineer, or equivalent independent technical-monitoring advisor for projects financed by the World Bank, AIIB, ADB, EIB, EBRD, IsDB, or another multilateral or bilateral development financier, of which at least one (1) assignment shall relate to a large hydropower plant or dam project; and experience monitoring environmental, social, labor, resettlement, and OHS compliance on at least one large infrastructure project financed by an international financial institution. experience with FIDIC-based contracts and multi-contract project interfaces, including review of variations/change orders, claims, schedules, costs, milestone payments, testing, commissioning, and completion certification. the combined construction/works value of the projects presented to demonstrate the above experience shall be at least US$1 billion.

4. Capacity to deliver. Demonstrated managerial and organizational capacity to mobilize and maintain a multidisciplinary international team, permanent site presence, specialist home-office support, and responsive inputs over a long-duration assignment. The Consultant shall submit an organogram and evidence of a quality management system (ISO 9001 or equivalent). Key Experts will not be evaluated at the shortlisting stage.
