Livingstone Shire Council is seeking proposals from suitably qualified and experienced organisations to provide a commercial solution for the financing, design, approval, construction, commissioning, operation and maintenance of a Landfill Gas (LFG) Capture and Flaring System at the Yeppoon Landfill. The proposed solution must safely capture and control landfill gas, provide reliable flaring infrastructure, meet applicable environmental and regulatory requirements, and accommodate potential future landfill gas-to-energy or cogeneration opportunities.

Council is seeking a commercial partnership model under which the successful Respondent will be responsible for the delivery and ongoing operation of the system, including all labour, plant, equipment, approvals, monitoring, reporting, maintenance and associated services necessary to achieve the required performance outcomes. Respondents may also propose innovative approaches that improve environmental, operational or commercial outcomes for Council.

Location of Services

The works and services will be undertaken at Yeppoon Landfill, Livingstone Shire, Queensland. Site inspections will be available during the procurement process. While some design, engineering, monitoring and reporting activities may be undertaken remotely, the successful Respondent must be capable of delivering and supporting on-site operations, maintenance and incident response services throughout the contract term.

Key Outcomes Sought

- Capture and control landfill gas in accordance with environmental, safety and regulatory requirements.

- Reliably flare landfill gas to achieve methane destruction and odour control.

- Establish infrastructure capable of supporting future landfill gas-to-energy, cogeneration or other beneficial gas utilisation opportunities.

- Deliver measurable and ongoing commercial returns to Council through a revenue-sharing arrangement.

- Maintain safe, compliant and continuous operation of the landfill gas capture and flaring system throughout the contract term

This Request for Proposal seeks responses from organisations with demonstrated experience in landfill gas capture, landfill gas flaring, landfill gas-to-energy projects and related environmental infrastructure services. Council welcomes innovative and commercially sustainable solutions that support environmental compliance, risk management and long-term value for the community.
