2. Information on the Project

Project Description:

JSC KazAvtoZhol (the "Client"), a 100 per cent state-owned national road operator in Kazakhstan, has applied for a sovereign guaranteed loan from the European Bank for Reconstruction and Development ("the Bank" or "EBRD") to finance part of the construction of the Beineu–Saksaulsk Road Project in Kazakhstan (the "Project"). The Highway forms part of the international Europe–Caucasus–Asia (TRACECA) transport corridor and will facilitate overland trade between China and Western Europe via Kazakhstan. The highway has a total length of 799,653 kilometres (including: the length of the main road - 599.166 km and the length of access roads to settlements - 240.487 km) (Category II, single carriageway, design speed 120 km/h) and will be constructed across three regions: Mangystau, Aktobe and Kyzylorda. The total estimated investment cost of the Project is approximately KZT 780,259 million (equivalent). The overall Beineu–Saksaulsk Road project is co-financed by the EBRD, the International Bank for Reconstruction and Development (IBRD/World Bank), Asian Development Bank, Development Bank of Kazakhstan and the Republic of Kazakhstan budget. The EBRD loan will finance the design, construction and maintenance of approximately 161.5 kilometres of the highway, located in Mangystau and Aktobe oblasts, comprising: (i) 160 km of main highway (km 0+000 to km 160+000), structured as four (4) separate lots under a Design-Build-Maintain (DBM) contract strategy; (ii) a 1.5 km access road to the village of Turysh; and (iii) one Intelligent Transportation System (ITS) facility at km 1+720. 3. Other Information

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published. A Procurement of the above contracts is expected to commence in Q3 2026. Prequalification (PQ) Documents for the Works contracts are being prepared and will be launched following completion of the Early Market Engagement (EME) exercise currently underway. Interested firms are encouraged to register on ECEPP to receive notifications when opportunities are published.
