In het kader van de inkoop van het perceel Jeugd zonder verblijf 2025 Begeleiding heeft de gemeente op 16 november 2024 de toelatingsprocedure IA2024.04.03 gepubliceerd. De eerste openstelling met een inschrijvingstermijn tot 20 december 2024 heeft geleid tot voldoende aanbieders met een raamovereenkomst. Deze toelatingsprocedure kent na gunning en contractering verschillende mogelijkheden voor nieuwe toetredingsmomenten; gedurende de looptijd van de Raamovereenkomst wordt daartoe maximaal vier keer per jaar (per kwartaal) toetreding voor nieuwe jeugdhulpaanbieders mogelijk gemaakt. Zoals bepaald in paragraaf 4.3.5 van het Inkoopdocument – toetreding nieuwe jeugdhulpaanbieders tijdens contractfase - houdt de gemeente zich het recht voor om af te zien van openstelling van de procedure in het geval dat de dekkingsgraad voor een product ruim gehaald wordt door de dan gecontracteerde aanbieders. Derhalve is de Gemeente Almere voornemens om voor heel 2027 geen openstelling te doen.
