Predmet javnega naročila je izvajanje programa učenja slovenskega jezika in seznanjanja s slovensko zgodovino, kulturo in ustavno ureditvijo v obliki enotnega programa Začetna integracija priseljencev (v nadaljevanju ZIP oz. program), kateri se izvaja skladno z Uredbo o zagotavljanju pomoči pri vključevanju tujcev, ki niso državljani Evropske unije (Uradni list RS, št. 47/24). Program se izvaja na podlagi javno veljavnega izobraževalnega programa za odrasle: Začetna integracija priseljencev (ZIP), in sicer v obsegu, kot je določen v uredbi. Izvajalci morajo biti vpisani v Razvid izvajalcev javno veljavnih programov vzgoje in izobraževanja, ki ga vodi Ministrstvo za izobraževanje, znanost in mladino (ministrstvo pristojno za predmetno področje), imeti morajo odločbo za izvajanje programa ZIP.
