Initial supported Emergency Departments are Pine Ridge, Rosebud, and Eagle Butte in South Dakota, and Fort Yates and Belcourt in North Dakota. Services include crisis behavioral health assessment, suicide-risk evaluation, safety planning, crisis intervention, placement assistance, interpreter-access coordination, and medication-stabilization consultation by qualified prescribing providers when clinically indicated. The contractor shall furnish qualified licensed personnel, staffing management, backup and surge coverage, credentialing support, and other contractor-furnished resources necessary to perform the Performance Work Statement (PWS) and applicable task orders. This acquisition is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs). The assigned NAICS code is 621112, Offices of Physicians, Mental Health Specialists, with a small business size standard of $13.5 million. Offerors shall satisfy the eligibility and representation requirements in the solicitation and submit the completed IHS Indian Economic Enterprise Representation form with their proposals. The anticipated award is a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with one 12-month base ordering period and four 12-month option ordering periods. The anticipated start date for services is August 1, 2027. The anticipated base period is August 1, 2027, through July 31, 2028, with an ordering period extending through July 31, 2032, if all options are exercised.
