IRAQ TRANSPORT ECONOMIC CORRIDORS PROJECT (ITREC)

The Republic of Iraq has applied for financing in the amount of US$900 million equivalent from the World Bank (WB) toward the cost of the Iraq Transport Economic Corridors Project (ITREC) and intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The Project will be implemented by the Ministry of Construction, Housing, and Public Municipalities (MOCHPM) through the Roads & Bridges Directorate (RBD), in close coordination with the Kurdistan Regional Government (KRG), and other relevant government entities. The Project Development Objective is to enhance the connectivity, resilience, safety, and institutional sustainability of Iraq's priority road transport infrastructure and create jobs in transport and related sectors. The project comprises the following components:
Component 1: Safe and Resilient Road Infrastructure (estimated US$848.65 million IBRD; US$41 million private capital mobilization). Finances the construction, rehabilitation, and performance-based operation and maintenance of priority road corridors, delivered through Output and Performance-Based Road Contracts (OPBRCs), comprising: Greenfield construction of the initial 100 km Baghdad–Samarra section of Expressway 2 (E2) (US$726 million); Rehabilitation and 5-year performance-based maintenance of the 84 km R9B section of Expressway 1 (E1) (US$30 million); Rehabilitation and maintenance of about 72 km of priority roads in the Kurdistan Region of Iraq, the Sulaymaniyah–Chamchamal–Kirkuk Road and the Girsheen–Suhaila road, including construction of the Girsheen Interchange (US$77.65 million); and Piloting of road safety features and enforcement support on E1-R9B and other priority segments (US$15 million).
Component 2: Institutional Strengthening and Preparation of Future Interventions (estimated US$11.6 million). Supports institutional strengthening and transport sector reforms, including: capacity building for road-sector public-private partnerships (PPPs) and tolling; a national Road Safety Mass Action Program (RS-MAP); strengthening of environmental, social, and health and safety (ESHS) systems; design and engineering of future road interventions, including the greenfield extension of E2 from Samarra to the Turkish border (approx. 404 km); and sector reform studies. Component 3: Implementation and Project Management Support (estimated US$39.75 million). Finances specialized consulting services for project management support, and for independent engineering review and construction supervision of Component 1 civil works.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025, and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a “no objection”. [LA1] Specific Procurement Notices (SPNs) for contracts subject to Open International Competition will be announced, as they become available, on UN Development Business online, on the World Bank external website, and on the RBD and MOCHPM official websites. In addition, procurement notices issued by RBD in MOCHPM will be published in official local newspapers and through its official communication channels, as well as through national media and other appropriate channels, as applicable. Prequalification or Initial Selection of suppliers and contractors is expected for major civil works contracts of high value and technical complexity. Specific details will be provided in the respective procurement notices.
