Kommunesektorens Organisasjon (KS) ønsker tilbud på et FoU-prosjekt som skal undersøke hvordan kravene til internkontroll etter kommuneloven § 25 praktiseres og forstås i samspillet mellom kommuner og statlige tilsynsmyndigheter, og hvilke konsekvenser dagens tilsynsregime har for kommunenes ressursbruk, omstillingsevne, lokale handlingsrom og kvalitetsutvikling i tjenestene.
Som en del av oppdraget skal det også utvikles og tilgjengeliggjøres praktiske verktøy som kan støtte kommunenes arbeid med internkontroll som et strategisk verktøy.
