Assignment Title: International Sector Consultant: Agricultural Financial Markets and Farm Credit Technical Support for the Functional Reform of the State Fund for Agricultural Support

The Republic of Uzbekistan has received financing from the World Bank to cover the costs of the Agriculture Modernization Project and intends to use part of the funds for consulting services.

The objective of this assignment is to provide technical and strategic support to the Ministry of Economy and Finance in assessing and redesigning the role of the State Fund for Agricultural Support by: conducting a comprehensive assessment of the Fund's existing functions, mandate, and institutional arrangements, as well as an evaluation of proposed reforms and transformation options; reviewing the agricultural financial market development and effectiveness of farm credit systems in Uzbekistan; identifying opportunities to strengthen agricultural finance through market-oriented and risk-based approaches; proposing institutional, operational, and financial reforms for the Fund; and recommending mechanisms to increase private sector participation and improve access to agricultural finance.

The International Consultant Qualifications and Experience: Education Advanced university degree (Master's or higher) in agricultural economics, finance and financial administration, public policy, or a relevant field.

Experience Minimum 15 years of professional experience in agricultural and rural finance, agricultural financial markets, or agricultural development policy; Demonstrated international experience in the design and implementation of agricultural support reforms and institutional transformations; Proven experience in conducting functional assessments and institutional reviews of public financial sector entities or development finance institutions; Extensive experience in agricultural credit systems, farm finance, risk management, and financial sector development; Experience working with governments, international financial institutions, and development partners in transition or developing economies; and Previous experience in Central Asia or countries with similar agricultural and institutional characteristics will be an advantage.

Skills Excellent understanding of farm finance and credit systems; Strong analytical and strategic advisory skills; Ability to design institutional and functional transformation frameworks and practical implementation roadmaps; Strong stakeholder engagement and facilitation skills; and Fluency in either English or Russian is required. Knowledge of Uzbek would be an asset.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the IC method set out in the Procurement Regulations.,
