World Vision International Sierra Leone (WVISL) serves as Principal Recipient 2 (PR2) under the Global Fund Grant Cycle 7 (GC7), supporting interventions aimed at strengthening resilient and sustainable systems for health (RSSH), tuberculosis (TB), HIV, malaria, and community systems strengthening. As part of this initiative, WVISL has supported the restructuring of the Consortium of Key and Affected Populations (CARKAP), an umbrella organization representing and coordinating civil society organizations serving key and affected populations in Sierra Leone. To strengthen institutional sustainability and reduce dependence on a limited number of funding sources, CARKAP seeks the services of a qualified International Consultant to develop a comprehensive Five-Year Resource Mobilization Strategy (2027-2031) and a Three-Year Operational Plan.

2. Purpose of the Assignment

The objective of this consultancy is to provide strategic and technical support to CARKAP in developing a practical and sustainable Resource Mobilization Strategy that will: - Diversify funding sources. - Strengthen donor engagement and partnerships. - Identify innovative financing opportunities. - Improve institutional sustainability. - Enhance CARKAP's fundraising capacity.

3. Scope of Work

The Consultant will:

Assessment Phase - Review relevant organizational documents and reports. - Conduct consultations with CARKAP leadership, members, and key stakeholders. - Assess current resource mobilization practices and organizational capacity. - Perform a SWOT analysis. - Conduct donor and funding opportunity mapping. Strategy Development Phase Develop a Resource Mobilization Strategy covering: - Strategic fundraising objectives. - Donor diversification approaches. - Corporate partnership opportunities. - Grant and foundation funding opportunities. - Public-private partnerships. - Individual giving and philanthropy. - Social enterprise and income-generating initiatives. - Digital fundraising approaches. - Risk analysis and mitigation measures. Operational Planning Phase Develop a three-year implementation plan including: - Annual targets. - Activity schedule. - Roles and responsibilities. - Budget considerations. - Monitoring and reporting framework. Capacity Building - Facilitate a validation workshop. - Coach key staff and leadership on fundraising and donor engagement. - Develop practical fundraising tools and templates.

4. Expected Deliverables

- Inception Report and Work Plan - Resource Mobilization Assessment Report and Donor Mapping - Draft Resource Mobilization Strategy and Operational Plan - Validation Workshop Report - Final Resource Mobilization Strategy and Operational Plan

5. Required Qualifications

Interested consultants should possess:

Education - Master’s degree in development studies, International Development, Public Policy, Business Administration, Finance, Public Health, or a related field. - PhD in above subjects is an added advantage Experience - Minimum of 10 years of experience in resource mobilization, fundraising, and partnership development. - Proven experience developing resource mobilization strategies for NGOs, CSOs, networks, or international organizations. - Demonstrated experience working with Global Fund, USAID, European Union, UN Agencies, bilateral donors, and private foundations. - Experience working with civil society organizations in Africa is highly desirable. Competencies - Strong analytical and strategic planning skills. - Excellent report writing and communication skills. - Strong facilitation and stakeholder engagement skills. - Ability to deliver high-quality outputs within tight deadlines

6. Proposal Submission Requirements

Interested consultants shall submit:

- Technical Proposal outlining methodology and work plan. - Financial Proposal indicating consultancy fees in USD. - Updated Curriculum Vitae. - At least two references from similar assignments. - Evidence of previous work related to resource mobilization strategy development.

7. Evaluation Criteria

Proposals will be evaluated based on:
