The successful investor will enter into a long-term lease agreement with the relevant government entity, granting the right to design, build, operate, maintain, and transfer the facility at the end of the lease term. Bidders must demonstrate proven experience in delivering and operating comparable sports, wellness, or recreational developments and present an operating model that ensures long-term quality, financial sustainability, and community value.
