Description of the Assignment:
The Department of Information and Communications Technology (DICT) leads the Philippine Government’s initiatives to deliver inclusive, resilient, and sustainable technology enabled public services nationwide. Building on experiences such as the Connectivity, Capability, and Resiliency through Free Wi-Fi for All (CoRe FW4A) Project, DICT has demonstrated that the sustainability of digital infrastructure depends not only on technology selection, but also on institutional capacity, operational readiness, financing mechanisms, partnership models, and context aware deployment strategies.
The CoRe FW4A experience underscored the importance of tailoring solutions to geographical and sectoral contexts, addressing high-, low-, and no connectivity environments, strengthening institutional and operational sustainability, and designing systems that are resilient to disasters, public health emergencies, and other system shocks. These lessons are highly relevant beyond connectivity programs, as DICT-supported infrastructure increasingly enables a wide range of government services.
These public services include, but are not limited to, health, education, service delivery by local government units (LGUs), environmental protection, social services, support for Micro, Small and Medium Enterprises (MSME) such as digital and innovation centers, and disaster risk reduction and response. These operate under varying infrastructure conditions, institutional capacities, and service criticality requirements, particularly in rural, geographically isolated, and disaster-prone areas.
To institutionalize the lessons learned and guide future deployments, UNDP CoRe FW4A project is seeking an Institutional Sustainability and Technology Consultant to develop a Sustainability and Technology Deployment Handbook. The handbook will serve as a practical manual for planning, deployment, implementation, operations, and long-term sustainability of technology-enabled public service infrastructure. It will provide DICT and its implementing partners with practical guidance, tools, and approaches that can be adapted across sectors, geographic settings, connectivity conditions, and levels of institutional capacity.
Qualifications:
Education
A degree in ICT, engineering, development studies, public administration, systems design, or related fields. Professional licenses, certifications, and training in relevant fields will be advantageous.
Experience
- At least five (5) years of relevant professional experience in technology-enabled infrastructure, sustainability planning, digital government, or institutional development.
- Demonstrated expertise in:
- Sustainability planning for ICT or infrastructure programs
- Multi-sectoral and geographic profiling
- Development of manuals, frameworks, or operational guidelines
- Partnership and institutional model design
- Strong analytical, facilitation, and technical writing skills. - UN or international organization experience is an advantage.
-At least five (5) years of demonstrable professional experience in the following areas is desirable: strategic planning, innovation, sustainability planning, technology planning, ICT for development, technology management.
- At least 1 sample work related to development of sustainability plan, technology assessment, deployment manual, and related works based on scope of work.
Period of assignment/services: 30 person days
