Assignment Title: Infrastructure Manager

Reference No. LEARN-IC-NIO-13-R

Ukraine has signed agreements with the International Bank for Reconstruction and Development and the International Development Association (hereinafter – the World Bank) for the "Lifting Education Access and Resilience in Times of Need in Ukraine" Program (hereinafter – LEARN, or the Operation). LEARN was developed to address critical challenges and provide essential support to the education sector, in line with the Strategic Action Plan of the Ministry of Education and Science of Ukraine through 2027 . The Operation focuses on supporting priorities "1. Early Childhood and Pre-school Education" and "2. New Ukrainian School Reform," as set out in the Strategic Plan. The objectives of the Operation are: (i) improving teaching and learning conditions; and (ii) strengthening the management capacity of the education system. The objective of the Consultant's assignment is to provide coordination and expert-analytical support to the Ministry of Education and Science of Ukraine (MoES) in updating the regulatory-legal framework and technical regulations relating to the construction, reconstruction, major repair, and fit-out of general secondary education institutions (school infrastructure), including with due regard to the principles of inclusiveness, barrier-free access, and universal design. The Infrastructure Manager will be responsible for coordinating and providing analytical and expert support for processes related to updating the regulatory-legal and regulatory-technical documentation (a set of documents — technical regulations, standards, norms, and technical specifications — defining requirements for products, production processes, technical means, and manufacturing methods); will ensure analysis of current standards and approaches to shaping the educational space; will participate in preparing proposals for their improvement; and will coordinate engagement with stakeholders on the development of modern, safe, inclusive, and accessible education infrastructure in line with the principles of the "New Ukrainian School" reform and the development of the "Building Back Better Physical Learning Environments" (BFB PLEs) strategy.

The Consultant will be contracted through competitive selection in line with the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest. MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference. The detailed Terms of Reference and submission modalities for the assignment are available at the link https://bit.ly/3UrGamI The deadline for submission of applications is 11:00 am Kyiv time November 17, 2026.

  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
