Assignment Title : Individual Consultant to Design and Institutionalize a Comprehensive Multi-Year Planning and Budgeting (MYB) Framework Across AU Organs and Institutions

Reference No. ET-AUC-564013-CS-INDV The African Union Commission has received financing from the World Bank toward the cost of The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to institutionalize a comprehensive Multi-Year Planning and Budgeting Framework that enhances fiscal discipline, budget predictability, strategic resource allocation and alignment with African Union priorities. Specific tasks include:

Phase 1: Inception, Diagnostic Assessment and Framework Design

The Consultant shall:

Conduct a comprehensive review of existing AU planning, budgeting and reporting practices and tools. Develop a structured Multi-Year Budgeting Framework. Define methodologies for rolling budgets and medium-term budget projections. Establish linkages between the MYB Framework and Results-Based Management (RBM).

Phase 2: Systems Development, Policy Alignment and Tools Design

The Consultant shall:

Design standardized templates and tools to support Multi-Year Budgeting. Recommend system enhancements and integration mechanisms for embedding MYB within existing planning and budgeting systems. Update the AU Budget Manual to incorporate MYB and RBM principles. Develop policy notes and implementation guidance.

Phase 3: Capacity Building and Implementation

The Consultant shall:

Design and implement a comprehensive capacity-building programme. Provide hands-on technical assistance to Departments, Offices and Organs. Develop user manuals, operational procedures and guidance notes. Capture lessons learned and refine methodologies, templates and implementation guidelines.

Phase 4: Institutionalization, Governance and Stakeholder Engagement

The Consultant shall:

Develop a detailed institutionalization roadmap. Establish governance mechanisms for sustained implementation and oversight. Strengthen institutional ownership and ensure long-term integration of MYB into AU planning and budgeting processes.

The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest. The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: An advanced university degree in Public Finance, Economics, Public Administration or a related discipline. At least fifteen (15) years of demonstrated experience in Public Financial Management, Medium-Term Expenditure Frameworks (MTEF), strategic planning and budgeting reforms. Proven experience supporting international organizations, regional institutions or multilateral development organizations. Experience in institutionalizing Results-Based Budgeting and Medium-Term Budget Frameworks. Familiarity with international organizational budgeting systems will be an added advantage. Strong analytical, facilitation, communication and stakeholder engagement skills.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations. INDIVIDUAL CONSULTANT TO DESIGN AND INSTITUTIONALIZE A COMPREHENSIVE MULTI-YEAR PLANNING AND BUDGETING (MYB) FRAMEWORK ACROSS AU ORGANS AND INSTITUTIONS

Background

The African Union Commission (AUC) is committed to strengthening strategic planning, results-based management, and sound financial governance in support of the aspirations of Agenda 2063: Second Ten-Year Implementation Plan (STYIP) 2024–2033 and the AUC Strategic Plan 2024–2028. Achieving these continental priorities requires planning and budgeting systems that are strategic, integrated, predictable and focused on delivering measurable results.

In accordance with Article 13(4) of the African Union Financial Rules, every AU Organ and Institution is required to contribute to a consolidated budget proposal comprising an annual budget together with projections for the following two years. This provision establishes the foundation for a Medium-Term Planning and Budgeting Framework that aligns strategic priorities with sustainable resource allocation and institutional performance.

To support this transformation, the African Union Commission intends to engage a consultant to design and institutionalize a comprehensive Multi-Year Planning and Budgeting (MYB) Framework across AU Organs and Institutions. The assignment will facilitate the integration of strategic planning, medium-term expenditure planning, annual budgeting and performance management.
