REQUEST FOR EXPRESSION OF INTEREST (SELECTION OF INDIVIDUAL CONSULTANTS) COUNTRY : EGYPT NAME OF PROJECT : Technical Assistance Project with the ISDB [ Insert: SECTOR] Individual Consultant Services for Strategy Development Expert Mode of Financing: Grant Financing No: No. TA ZZZ2686 The Women Development Organization (WDO) has received financing from the Islamic Development Bank toward the cost of the Institutional Strengthening of the Women Development Organization , and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of an Individual Consultant for which this Expression of Interest is issued. The services include: supporting WDO in the development of its first integrated institutional strategic planning framework, including a Four-Year Strategic Plan, a Biennial Action Plan, a Performance Management Framework/Tool, and a Communication Plan. The consultant will undertake an inception phase, document review and institutional analysis, stakeholder consultations, development of draft strategic planning outputs, validation and finalization of deliverables, and an orientation session for relevant WDO personnel. The duration of the assignment is 06 months and the expected start date is 10 th October 2026. The detailed Terms of Reference (ToR) for the assignment are attached to this request for expressions of interest The Women Development Organization now invites eligible Individual Consultants to indicate their interest in providing the services. Interested Individual Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (curriculum vitae, brief technical proposal outlining understanding of the assignment and methodology, the Financial Proposal, examples of similar assignments, and any other supporting information demonstrating relevant qualifications and experience). The shortlisting criteria are: (i) advanced university degree in strategic management, public administration, public policy, international relations, gender and development studies, social sciences, business administration, or related field; (ii) at least 10 years of progressively relevant experience in strategic planning and strategy development, organizational development, institutional strengthening, or related areas; (iii) demonstrated experience in developing strategies, corporate plans, action plans, or institutional performance frameworks for intergovernmental organizations, public institutions, or development organizations; (iv) sound understanding of the social, economic, political, and institutional environment of OIC Member States; (v) proven experience in facilitating strategic planning processes, participatory workshops, and high-level stakeholder consultations; and (vi) excellent spoken and written English. Fluency in Arabic and/or French is highly desirable. The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
