1 - The Vietnam government has applied for financing from the World Bank toward the cost of the Southern Waterway Corridors and Logistics Development Project (SWCLD) and intends to apply part of the proceeds toward payments under Package A1 for Improvement of Cho Lach canal (dredging, embankment, drainage sewers and local roads), Rach Ky Hon canal, Rach La canal . 2 - The Ministry of Construction through its Project Management Unit of Maritime and Waterway now invites sealed Bids from eligible Bidders for Package A1 - Improvement of Cho Lach canal, Rach Ky Hon canal, Rach La canal consisting of extensive dredging, construction of embankment and protection works including associated structures, local roads, sewers along the canal in Vinh Long province, Tay Ninh province, Dong Thap province, Vietnam for a period of 24 months. 3 - Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” 5th edition September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4 - Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Financial Bid: 50%. 5 - Interested eligible Bidders may obtain further information from the Project Management Unit of Maritime and Waterway and inspect the Bidding document during office hours 09:00 to 17:00 hours (from Monday to Friday, except Saturdays, Sundays, and National holidays) at the address given below. 6 - The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of [ VND 2,000,000 (equivalent USD 75.00) ].
