Background

Trócaire works with local partners and civil society actors to support communities in over 20 countries with a focus on localisation, resource rights, women's empowerment, and humanitarian response. With our partners we work with some of the world's poorest and most marginalised people, supporting women, men, and communities for long-term change. Trócaire is a partner-oriented organisation, committed to the principles of localisation of development and humanitarian aid, including building the capacities of its local partners wherever it works to ensure their ability to operate effectively and respond to humanitarian emergencies or crises with measurable impact. Trócaire is currently implementing a project funded by RDPP, in collaboration with three partner organisations who work as both protection and advocacy actors in Lebanon, including under the project's Masidama component (“thinking differently”), which works with beneficiaries to challenge and shift social norms, particularly around gender roles, through life skills training and community-level initiatives that beneficiaries themselves organise to amplify this message. It aims to strengthen the partners' practical understanding and consistent application of HRBA principles across their programmes, including their protection and advocacy work. The intervention provides an opportunity for shared learning among the three partners. This training is the first of three complementary capacity-strengthening trainings delivered to the three partners under this project this year, followed by Sphere Standards and then Conflict Sensitivity. This training introduces the rights-based framework, including duty-bearer and rights-holder analysis, that the Conflict Sensitivity training will build on for actor and power analysis; the trainer should establish this vocabulary clearly, as it will not be re-taught in the other sessions.

Objective

The primary objective of this consultancy is to provide capacity strengthening in Human Rights-Based Approach (HRBA) to programme staff of our three partner organisations through targeted training on HRBA principles. The objective is to equip participants with the essential knowledge and practical toolkits for applying HRBA throughout all stages of the project cycle, including in their protection and advocacy work. Participants are expected to have varying levels of prior exposure to HRBA and human rights standards; the trainer should confirm baseline understanding during the inception meeting to inform the final training design.

Scope of Work

The consultant/institute should ensure that training content and facilitation methods are gender-sensitive and inclusive, addressing the different experiences, needs, and perspectives of diverse groups (e.g., women, men, youth, persons with disabilities, and other marginalised groups). Material Development - Develop and submit a training session plan in line with this ToR and feedback gathered during the inception meeting. Training Session(s) - Develop and deliver a 2-day joint training session for relevant partner staff and focal points. The trainer is expected to propose and include appropriate evaluation tools to measure transferred knowledge pre- and post-training. Training material will be reviewed and signed off by Trócaire prior to the workshop. - The training should include the following:

- Day 1: Introduction to Human Rights and HRBA

- Outline of human rights key concepts and standards - What is a Human Rights-Based Approach in programming and why is it important - Overview of a Human Rights-Based Approach in programming – illustrated using a range of examples relevant to partners’ RDPP project activities - Conducting a problem analysis from an HRBA perspective - Identifying duty bearers and rights holders (roles, responsibilities, and power relations), illustrated with examples relevant to the partners' own operating environment, e.g. national and local duty bearers such as the Internal Security Forces (ISF), Ministry of Social Affairs (MoSA), and Ministry of Interior and Municipalities (MoIM), and relevant international actors such as UN bodies, where applicable

- Day 2: Applying HRBA in Practice
