Details

Council is seeking a service provider to carry out collections of hard to recycle items from households as a separate home collection service in the Lane Cove Local Government Area (LGA). Items to be considered for acceptance include soft plastics, batteries, e-waste, small household electrical items, shoes, clothing, textiles, manchester, paint, blister packs, DVD’s, CD’s, and other tricky to recycle or problem wastes. Respondents are invited to include additional products that could be included in the collection for processing and reuse. Council has offered a collection service for problematic waste since August 2022. As of 1st July 2026, the service collects an average of 360 households per month and average annual collection of 45,000kgs.

Background information / Compatibility requirements

Councils Sustainability Action Plan 2026-2030 (SAP) demonstrates Councils commitment to reducing waste to landfill and supporting a circular economy. As part of this commitment, Council aims to increase access to recycling options for problematic materials so as to divert materials from landfill and keep them in use at their highest value.

Council currently provides our residents with a 5-bin system for the separate collection of paper and cardboard recycling, container recycling, garden organics, food organics and residual wastes. An audit of the kerbside bins undertaken in 2023 found that residents generate an average of 8.2kg of residual waste per household per week. Of this, 13.14% was problematic wastes such as soft plastics (6.44%), textiles (5.79%) and electronic wastes including smoke detectors, printer cartridges, and batteries (0.91%).

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits): Whilst Councils preference is to engage an organisation capable of collecting and arranging downstream processing of a wide range of recyclable items, we welcome proposals from organisations that can provide only part of the service.

Submissions may address:

  • collection-only (of materials taken to Council’s approved drop-off collection points); or
  • collection and processing of materials (either by the same organisations or through a direct agreement with third party organisations)

Solutions that follow the highest order of the waste hierarchy and prioritise re-use followed by recycling, recovery and disposal will be highly regarded.
