Background

The Government of Liberia has signed financing agreements with the International Development Association (IDA) of the World Bank Group for the implementation of the Excellence in Learning in Liberia (EXCEL) Project. The project is co-financed through a Grant from the Global Partnership for Education (GPE) and a concessional loan/credit from IDA.

The Project will support the Government in implementing a defined strategy to improve foundational learning and access in public primary schools and to strengthen the education system in Liberia. To do this, the project will use a combination of investment project financing (IPF) and results-based financing (RBF).

The project’s development objective (PDO) is to improve foundational learning and access in public primary schools and to strengthen the education system.

The EXCEL Project is a five-year project, supported by the World Bank and GPE, which aims to drastically reduce learning poverty by improving foundational literacy and numeracy for students in Kindergarten 2 (KG-2) through Grade 6. Current gaps include a severe shortage of high-quality textbooks and a lack of structured, evidence-based pedagogical tools, resulting in low proficiency levels. This assignment will contribute to addressing these challenges by developing English Language Arts (ELA) Teaching and Learning Materials (TLMs) that align with the recently updated curriculum standards and the Global Proficiency Framework (GPF), ensuring that all outputs are pedagogically sound, culturally relevant, and foster mastery of core literacy skills.

The Ministry of Education now invites eligible and interested Individual Applicants (“Consultants”) to indicate their interest in providing the required Services. Applicants will be selected in accordance with the Individual Consultant Selection ( INDV ) as set out in the World Bank Procurement Regulations for IPF Borrowers dated July 2016, as revised in September 2025.
