REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Selection of Individual Consultant

Credit No.: IDA / 7229-PK

The Government of Sindh (herein after called Borrower) has received financing from the International Development Association (IDA) (the Bank) in the form of a credit (hereinafter called credit) towards the cost of strengthening social protection system in Sindh .

The Project Director, Project Management & Implementation Unit, Strengthening Social Protection Delivery System in Sindh and it is intended to apply part of the proceeds of this credit for payments to the following “Individual Consultant Services” to be procured under this project.

The consulting services to be procured on purely contractual basis are as follows:

Name of Position Qualification Experience

Senior Specialist Policy & Research (Nos. 01) At least 18 years of education in social sciences (economics, public policy, public administration), or any other field related to policy and research. A PhD degree is Preferred.

Eight (8) years of leading impact evaluations end-to-end, from design to dissemination, preferably in social protection. Demonstrated record of empirical research, with a mandatory requirement of peer-reviewed publications in relevant fields, along with working papers. Strong background in econometrics, with extensive knowledge of statistical tools and quantitative methods, and a strong command of data analysis. Deep expertise in causal inference, experimental/quasi-experimental designs, survey methodology, sampling/power, measurement, cost-effectiveness, and mixed-methods integration.

Skills Proficiency in Stata/R/Python; strong command of reproducible research practices, data governance, and QA/QC standards. Ability to translate technical findings into policy-relevant insights for senior decision-makers; strong writing and presentation skills. Excellent communication skills in English and Urdu and ability to work effectively in a multi-disciplinary team.
