Request for Tender for the provision of services under the Health Technology Assessment and Support Services Panel

The Department is seeking to establish a panel arrangement comprising suitably qualified organisations and individuals to provide Health Technology Assessment (HTA) and support services. The panel will support the Department's administration of HTA activities, including work associated with advisory committees and programs that assess the safety, clinical effectiveness and cost-effectiveness of health technologies for potential public funding and reimbursement.

Services may include:

- Medical Services Advisory Committee HTA services. - Pharmaceutical Benefits Advisory Committee HTA services. - Commentary on co-dependent medicine and medical service evaluations. - National Immunisation Program vaccine evaluations. - Research, technical writing, training and other support services. Successful Tenderers will enter into a Deed of Standing Offer and may be engaged as required during the term of the arrangement. The Department does not guarantee any minimum volume of work under the panel arrangement. Services help support the Department's work associated with the Pharmaceutical Benefits Scheme, Medicare Benefits Schedule, National Immunisation Program, the Prescribed List and other HTA activities.

Conditions for Participation

Tenderers must not have any unsatisfied judicial decisions against them relating to employee entitlements. Tenderers, their personnel and proposed subcontractors must not be listed as terrorists under the Charter of the United Nations Act 1945 (Cth). Tenderers and proposed subcontractors must not be named on the Consolidated List under the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth). Tenderers must provide all valid and satisfactory Statements of Tax Record required for their entity type and structure at the time of tender submission, including those required for any proposed subcontractors in accordance with the Shadow Economy Procurement Connected Policy.

Timeframe for Delivery:

From 1 July 2027 for an initial term of 3 years, with 2 options to extend for up to a further 4 years in total.

- The Department will hold an online industry briefing on Tuesday, 1 September 2026 at 11:00am (Australian Eastern Standard Time). - Attendance is limited to 2 representatives per organisation. - Attendance at the industry briefing is not mandatory.
