Σκοπός της παρούσας διακήρυξης είναι η επιλογή αναδόχου για την προμήθεια, ανανέωση και αναβάθμιση αδειών χρήσης λογισμικού. Η προμήθεια αφορά ανανέωση και αναβάθμιση υφιστάμενων αδειών χρήσης με κάλυψη Software Assurance, καθώς και προμήθεια νέων προϊόντων και υπηρεσιών για την κάλυψη των αναγκών της Αναθέτουσας Αρχής και των υποστηριζόμενων από αυτή Υπηρεσιών. Η προμήθεια θα γίνει μέσω Εταιρικής Σύμβασης με Συμβόλαιο Αγοράς Πολλαπλών Αδειών Λογισμικού (Enterprise Agreement), το οποίο αποτελεί τη βέλτιστη τεχνικοοικονομική λύση όσον αφορά τις ανάγκες της Αναθέτουσας Αρχής για απόκτηση και χρήση λογισμικού για τους φορείς που υποστηρίζει. Επιπλέον, μέσω του έργου η Αναθέτουσα Αρχή θα έχει πρόσβαση σε προηγμένες υπηρεσίες υποστήριξης του κατασκευαστή του λογισμικού, για τα λογισμικά τα οποία διαθέτει ή πρόκειται να προμηθευτεί. Η παρούσα σύμβαση δεν υποδιαιρείται σε τμήματα. Η εκτιμώμενη αξία της σύμβασης ανέρχεται στο ποσό των έξι εκατομμυρίων τριακοσίων πενήντα χιλιάδων ευρώ (6.350.000 €) συμπεριλαμβανομένου ΦΠΑ 24%, δηλαδή εκτιμώμενη αξία χωρίς ΦΠΑ πέντε εκατομμυρίων εκατόν είκοσι χιλιάδων εννιακοσίων εξήντα επτά ευρώ και εβδομήντα τεσσάρων λεπτών (5.120.967,74 €) πλέον ΦΠΑ 24% ενός εκατομμυρίου διακοσίων είκοσι εννέα χιλιάδων τριάντα δύο ευρώ και είκοσι έξι λεπτών (1.229.032,26 €). Επιπλέον προβλέπεται δικαίωμα προαίρεσης ύψους έως πέντε τοις εκατό (5%) της αξίας της σύμβασης, ήτοι διακόσιες πενήντα έξι χιλιάδες σαράντα οκτώ ευρώ και τριάντα εννέα λεπτά (256.048,39 €) χωρίς ΦΠΑ, πλέον ΦΠΑ 24% που ανέρχεται σε εξήντα μία χιλιάδες τετρακόσια πενήντα ένα ευρώ και εξήντα ένα λεπτά (61.451,61 €). Η διάρκεια της σύμβασης ορίζεται από την ημερομηνία υπογραφής και καταχώρησής της στο ΚΗΜΔΗΣ έως 31-12-2029. Η σύμβαση θα ανατεθεί με το κριτήριο της πλέον συμφέρουσας από οικονομική άποψη προσφοράς, μόνο βάσει τιμής.
