Dem LZN obliegt die Beschaffung von Waren und Dienstleistungen für die unmittelbare niedersächsische Landesverwaltung (vgl. § 2 der Betriebsanweisung des LZN). Mit Zustimmung seiner Aufsichtsbehörde kann das LZN weitere Aufgaben für öffentlich-rechtliche Bedarfsträger innerhalb und außerhalb der niedersächsischen Landesverwaltung sowie für privatrechtliche Gesellschaften in vollständiger Eigentümerschaft der öffentlichen Hand übernehmen (vgl. § 3 Betriebsanweisung). In dieser Zuständigkeit umfasst der Auftrag den Abschluss einer Rahmenvereinbarung mit einem Unternehmen (§ 21 VgV) über die Lieferung von Wollunterwäsche für die Kooperationspartner der norddeutschen Küstenländer der Polizei und Justiz, der Landesforsten und Ordnungsämtern innerhalb von Deutschland und sonstige Behörden (gemäß Anlage) mit einer Preisbindung von 24 Monaten sowie optional zwei einseitige Vertragsverlängerungen zu jeweils höchstens 12 Monaten mit einem Unternehmen.
