Das Landesamt für Zentrale Polizeiliche Dienste Nordrhein-Westfalen beabsichtigt, im Zuge des vorliegenden Offenen Verfahrens mit einem Wirtschaftsteilnehmer eine Rahmenvereinbarung über die Lieferung von Krawatten und Ankerbandkrawatten für die Einsatzkräfte der Polizei des Landes Nordrhein-Westfalen abzuschließen.

Lots Lot 1 — Abschluss einer Rahmenvereinbarung über die Lieferung von Krawatten für die Polizei NRW: Im Hinblick auf die Rahmenvereinbarung werden keine Mindestabnahmemengen vereinbart. Nach Rechtsprechung des EuGH vom 17.06.2021_RS C - 23/20 - ist der Auftraggeber zur Sicherung der Transparenz und Diskriminierungsfreiheit im Wettbewerb dazu verpflichtet, eine Höchstmenge anzugeben. Eine Abrufverpflichtung kann daraus nicht abgeleitet werden. Der Auftraggeber schätzt, dass über die gesamte Ver-tragslaufzeit ein Bedarf von ca. 15.200 Krawatten und 18.000 Ankerbandkrawatten besteht. Die Höchstmenge der anliegenden Rahmenvereinbarung wird mit 19.760 Krawatten und 23.400 Ankerbandkrawatten beziffert.
