Der Norddeutsche Rundfunk (NDR) beabsichtigt, für die nachfolgend genannten ARD-Rundfunkanstalten und Deutschlandradio eine Rahmenvereinbarung über Dienstleistungen für Onlineumfragen ihrer Markt- und Medienforschung mit einem jährlichen Kontingent an Onlinepanel-Befragungen abzuschließen.
Lots Lot 1 — Große Fallzahlen: Los 1 ist für Studien mit großen Fallzahlen vorgesehen und sollte daher an einen Auftragnehmer gehen, der eine entsprechende Panel-Größe und -Qualität mit einer regelmäßigen Stammdatenpflege vorweisen kann. Hier geht es vorrangig um Studien, die online-repräsentativ mit mindestens n=1.000 Befragten durchgeführt werden. Vorstellbar ist hier auch die Durchführung von Tracking-Studien. Der Auftragnehmer muss sicherstellen, dass repräsentative Umfragen außer für Deutschland insgesamt auch für die Sendegebiete der ARD-Landesrundfunkanstalten (zumindest die größeren Sendegebiete: BR - Bayern; hr - Hessen; MDR - Sachsen-Anhalt, Sachsen, Thüringen; NDR - Niedersachsen, Hamburg, Schleswig-Holstein, Mecklenburg-Vorpommern; RBB - Berlin, Brandenburg; SWR - Baden-Württemberg, Rheinland-Pfalz; WDR - Nordrhein-Westfalen) möglich sind. Lot 2 — QuickSurveys: Los 2 ist für Studien vorgesehen, die einer schnellen und unkomplizierten Umsetzung bedürfen. Hier geht es vorrangig um Format- und Pilottests, in denen Stimuli eingesetzt werden. Die Zielgruppen müssen nicht zwingend online-repräsentativ sein, aber der Auftragnehmer muss sicherstellen, dass Umfragen außer für Deutschland insgesamt auch für die Sendegebiete der ARD-Landesrundfunkanstalten (zumindest die größeren Sendegebiete BR -Bayern; hr - Hessen; MDR - Sachsen-Anhalt, Sachsen, Thüringen; NDR - Niedersachsen, Hamburg, Schleswig-Holstein, Mecklenburg-Vorpommern; RBB - Berlin, Brandenburg; SWR - Baden-Württemberg, Rheinland-Pfalz; WDR - Nordrhein-Westfalen) möglich sind. Die Befragungen sollen nicht länger als 15 Minuten dauern. Die Stichprobengrößen werden zwischen n=100 und n=2.000 variieren. Entscheidende Faktoren sind hier Feldzeiten, Stimuli-Einbindung, reibungslose Programmierung und Datenqualität.
