Gegenstand der Leistung sind die cloud-basierte Überlassung (Software-as-a-Service, SaaS) des DMS, dessen Bereitstellung, Konfiguration und Anpassung, die Migration vorhandener Daten, Schulung und Dokumentation, die förmliche Abnahme der einmaligen Einführungsleistungen sowie der laufende Betrieb einschließlich Pflege, Support und Service.

Lots Lot 1 — Beschaffung eines Dokumentenmanagementsystems (DMS): Auftraggeberin ist die Gemeinde Vaterstetten im Landkreis Ebersberg im Regierungsbezirk Oberbayern (https://vaterstetten.de). Mit über 25.000 Einwohnern ist Vaterstetten die zweitgrößte Gemeinde in Bayern, die weder Stadt noch Markt ist. Aufgrund der Einwohnerzahl zählt sie seit 2001 zu den sogenannten leistungsfähigen kreisangehörigen Gemeinden. Sie übernimmt daher Aufgaben des Landkreises wie etwa bei der Bearbeitung von Baugenehmigungen als Untere Bauaufsichtsbehörde, beim Denkmalschutz als Untere Denkmalschutzbehörde sowie bei der Abfallentsorgung auf dem Gemeindegebiet. Die Gemeindeverwaltung hat zusammen mit Baubetriebs- und Wertstoffhöfen sowie schulischen Liegenschaften eine Personalstärke von etwa 200 Beschäftigten. Die Verwaltung führt ihr Schriftgut teils papiergebunden, großteils aber in dateibasierten Ablagen (Netzlaufwerken) und in den jeweiligen Fachverfahren. Der Bayerische Einheitsaktenplan wird derzeit nur teilweise befolgt. Der jährliche Dokumentenzuwachs beträgt durchschnittlich etwa 15 %. Geplant ist die Einführung eines einheitlichen, medienbruchfreien Dokumentenmanagementsystems (DMS) mit elektronischer Akte (E-Akte) für die verwaltungsweite Vorgangsbearbeitung.
