Ziel des Vergabeverfahrens ist die kaufmännische Konsolidierung des Lizenzbestands zum 31.12.2026 im Rahmen eines einheitlichen Software-Mietvertrags (SaaS). Zum Stichtag werden der auslaufende Lizenzstamm (620 Lizenzen) und die Neulizenzen (880 Lizenzen) zu einer Gesamtmenge von 1.500 Lizenzen zusammengeführt. Der Übergang hat für den Auftraggeber nahtlos, ohne vertragliche Unterbrechung und ohne wirtschaftliche Nachteile (z. B. durch Doppelberechnungen oder Deckungslücken am Umstellungstag) zu erfolgen. Da sich die Mitarbeiterzahl des Auftraggebers zukünftig dynamisch entwickeln kann, behält sich der Auftraggeber die Option vor, über die gesamte Vertragslaufzeit (inklusive der optionalen Verlängerungsjahre bis zum 30.12.2029) flexibel um zusätzliche Mietlizenzen zu erweitern.
