Gegenstand ist ein Rahmenvertrags mit Vouchervolumen von 3000 vorausbe-zahlten Vouchern mit Abrufkontingent. Ein Voucher bildet Sequenzierung und Datenprozessierung sowie die Bereitstellung von Roh- und prozessierten Daten je analysierter Bioprobe ab. Sequenzierung und Datenprozessierung werden abweichend vom Grundsatz der Losaufteilung gemeinsam an einen Auftragnehmer vergeben. Dies ist technisch erforderlich: Die Abnahme der Sequenzierqualität sowie die Entscheidung über Wiederholung oder Resequenzierung einzelner Proben erfolgen ausschließlich auf Grundlage der QC-Rückmeldung aus der unmittelbar durch denselben Auf-tragnehmer erbrachten Datenprozessierung. Eine Trennung auf zwei Auftrag-nehmer würde an dieser Schnittstelle einen zusätzlichen vertraglichen Abstim-mungs- und Haftungsschnitt erzeugen und die vorgesehene zeitnahe Wiederho-lungs-/Resequenzierungsentscheidung verzögern.
