Gegenstand der Vergabe ist der Abschluss eines Liefer- und Servicevertrages mit einem autorisierten Distributor (im Folgenden: Auftragnehmer) des Herstellers Belden Solutions NV (im Folgenden: Belden) über die Beschaffung, Lieferung und laufende Betreuung eines XTran-MPLS-TP-Systems von Belden einschließlich der zugehörigen Lizenzen und der Managementsoftware TXCare NMS. Die Beschaffung wird im Wettbewerb zwischen zum Vertrieb der angebotenen Produkte autorisierten Belden-Distributoren durchgeführt. Auftraggeber ist die RheinEnergie AG; die Leistungen werden für die RheinNetz GmbH als Leistungsempfängerin beschafft. Die Installation, Konfiguration und Inbetriebnahme des Systems erfolgt durch den Auftraggeber bzw. die Leistungsempfängerin und ist nicht Teil dieser Vergabe.
