Lots Lot 1 — Erstellung eines Interdisziplinären Gutachtens zur Grundlegung eines reformierten Finanzierungssystems für die Kindertageseinrichtung in Nordrhein-Westfalen: Das MKJFGFI verfolgt mit dieser Ausschreibung das Ziel, ein wissenschaftlich fundiertes Gesamtgutachten zu erhalten, das eine konzeptionelle Grundlegung für ein grundsätzlich neues kindbezogenes, faktorbasiertes Finanzierungssystem erarbeitet. Das Gutachten soll insbesondere die in der Anlage 1 skizzierte Idee als Grundlage für die Weiterentwicklung des Systems auf tragfähige empirische, rechtliche und finanzökonomische Grundlagen stellen und diese Idee interdisziplinär kritisch beleuchten. Einzelheiten zum Auftragsumfang sowie der geforderten Leistungen ergeben sich aus der Leistungsbeschreibung mit der Anlage 1. Der Auftrag ist in Gänze bis spätestens zum 30.11.2027 fertig zu stellen. Die Einhaltung der Leistungsfristen ist für den Auftraggeber mit Blick auf die gesetzliche Regelung des § 55 Absatz 7 KiBiz (neue Fassung, gültig ab 01.08.2027) von herausgehobener Bedeutung.
