Lots Lot 1 — A4, VKE 3602, Objektplanung Verkehrsanlagen Lph. 1- 2: Die DEGES Deutsche Einheit Fernstraßenplanungs- und -bau GmbH plant im Auftrag der Bundesrepublik Deutschland, vertreten durch die Autobahn GmbH die Erweiterung der A 4 zwischen dem AD Nossen und der AS Pulsnitz um je einen Fahrstreifen pro Fahrtrichtung. Ein Teil des Abschnittes ist die 7,5 km lange Verkehrseinheit VKE 360.2 AS Wilsdruff (mit) bis AD Dresden West (mit). Die A 4 ist ein Teil des TEN-Kernnetzes. Sie verbindet das polnische und das deutsche Autobahnnetz. Die Transitbeziehungen, die über diese Ost-West-Achse abgewickelt werden, haben ein hohes Verkehrsaufkommen und nehmen auch kontinuierlich zu. In Polen wurde in dem letzten Jahrzehnt das Autobahnnetz umfangreich ausgebaut. Dabei erfolgte u. a. der Lückenschluss zur Ukraine. Dies führte in den letzten Jahren zu einem überproportionalen Anstieg des Schwerver-kehrs auf der A 4 Die Kapazitäten der A 4 sind zwischen der AS Wilsdruff und des AD Dresden-West ausgeschöpft. Die vorliegende Verkehrsqualität und Verkehrssicherheit sind unzureichend. Daher soll die A 4 um je einen Fahrstreifen pro Fahrtrichtung erweitert und damit zweibahnig achtstreifig ausgebaut werden. Dadurch soll die Verkehrsqualität und die Verkehrssicherheit verbessert sowie das nachgeordnete Straßennetz entlastet werden. Gegenstand der Leistungsbeschreibung ist die Objektplanung Verkehrsanlagen in den Leistungsphasen 1 bis 2 gemäß § 47(1) der HOAI. Die Unterlagen sind nach den RE 2012 anzufertigen. Das Ziel ist es, die geforderten Planungsleistungen qualitäts- und fristgerecht zu erbringen. Dabei sind die allgemein anerkannten Regeln der Technik, die Vorschriften und Regelwerke des BMV und ggf. der Straßenbauverwaltungen sowie die gesetzlichen Bestimmungen zu berücksichtigen.
