Für die Projekte der Projektabteilung See im BAAINBw (Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr) sind für Funktionsnachweise und Erprobungen der Waffensysteme an Bord von Neu- und Umbauten von Marineeinheiten auf See unter anderem zivile Flugzieldarstellungen (FZDen) im Geschwindigkeitsbereich bis 120 m/s mit PC9 notwendig. Zur Deckung des gesamten Bedarfes an FZDen in der Projektabteilung (PA) See soll ein Abrufvertrag über 5 Jahre geschlossen werden. Die Termine der Einsatzzeiten bedürfen aufgrund unvorhersehbarer Ereignisse der Erprobungsumstände (z. B. Funktions- und Betriebsfähigkeit der zu testenden Bordanlagen der Schiffe, Wetterbedingungen) hoher Flexibilität des Auftragnehmers (AN).
