Project Name: Tsephu 110 MW Solar PV Power Project

Project No. 17068 The Kingdom of Bhutan has applied for financing in the amount of USD 40 million from the OPEC Fund for International Development (the “OPEC Fund”) and other lender(s), towards the cost of the Design, Supply, Installation, Testing and Commissioning of Tsephu 110 MW Solar PV Power Project in Trashigang, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the OPEC Fund and other lender(s). The project will include the following components:

• Component 1: Civil Works and Equipment

This component covers design, supply, construction, installation, testing and commissioning of the solar PV power plant, including the associated substation facilities. It will be implemented under a single engineering, procurement and construction (EPC) contract. Key activities under Component 1 include (i) Design services; (ii) Supply of plants and mandatory spares; (iii) Installation and other civil works; and (iv) Testing and Commissioning of the plant.

• Component 2: Project Implementation Support

This component covers the engagement of a consultant to support the Executing Agency during the tendering process and supervision of works, with a view to ensuring the Project’s technical integrity and operational performance. Procurement of contracts financed by the OPEC Fund will be conducted through the procedures as specified in the OPEC Fund’s Principles for Procurement of Goods , Works and Services ( “Principles”) and Procedures for Procurement of Goods, Works, and Non-Consulting Services and Procedures for Procurement of Consulting Services (hereafter collectively called “Procedures”) and is open to all eligible firms and individuals. Specific Procurement Notices (SPN) for contracts subject to International Open Competitive Bidding (ICB) will be announced, as they become available on the OPEC Fund website www.opecfund.org, www.drugreen.bt/tender and Kuensel Corporation Limited, and in two national newspapers. The procurement method for Component 1 will follow single stage two envelope system via open international competitive bidding process (ICB) in accordance with OPEC Fund’s Procedures and Procedures. …
