Project Implementing Agency/Entity: National Transmission Network Service Provider (Pvt.) Ltd.

1. The Government of the Democratic Socialist Republic of Sri Lanka has applied for financing in the amount of US$35 million equivalent from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the New Habarana – Kappalthurai Transmission Grid Expansion Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under this project. This project will be jointly financed by the National Transmission Network Service Provider (Pvt.) Ltd.

2. The project will include the following components

• Lot A: Construction of New Habarana–Kappalthurai 220 kV Transmission Line
• Lot B: Augmentation of New Habarana 220/132 kV Switching Station and

Kappalthurai Grid Substation. Procurement will include Plant (Design, Supply, and Installation), using Single -Stage: Two - Envelope, without Prequalification, through International Open Competitive Tendering. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (PIR) and is open to all eligible firms and individuals as defined in the PIR. After project/loan negotiations, the Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection. 4. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website, and on the NTNSP website at www.ntnsp.lk, as well as in national newspapers Daily News and Dinamina. 5. Prequalification of suppliers and contractors will not be required for the contracts under this project. Procurement will be conducted using Single-Stage: Two-Envelope, without Prequalification. 6.
