La consultation a pour objet de contractualiser les prestations d'accompagnement à la sécurisation, à la modernisation et à la gouvernance de l'environnement Microsoft 365 de l'ASFR. L'ASFR a engagé la modernisation de son environnement de messagerie et de collaboration avec une migration Exchange / Microsoft 365 réalisée en 2025. L'environnement reste hybride avec Active Directory on-premises et Entra ID. Les audits de cybersécurité 2024 puis l'audit Microsoft 365 / Active Directory du 29/06/2026 ont identifié des écarts importants sur la gestion des identités et des privilèges, Entra Connect, la sécurité des postes, la protection de la messagerie, la gouvernance SharePoint/OneDrive/Teams, la supervision et la résilience. Le dernier audit estime un score global de conformité de 28/100 et recommande une remédiation prioritaire des non-conformités critiques. Le besoin porte sur un programme unique de transformation Microsoft 365, découpé en trois lots complémentaires et coordonnés. Le titulaire devra sécuriser et fiabiliser l'hybridation et les identités, moderniser la gestion et la sécurisation des postes de travail, puis mettre en place une gouvernance, une supervision et une amélioration continue de Microsoft 365. Le programme devra également traiter les reliquats documentés de la migration 2025, notamment la vérification de l'architecture hybride et de la déshybridation, et assurer un transfert de compétences vers l'équipe IT.
