La présente consultation a pour objet de confier à un concessionnaire la création et l'exploitation d'un outil de production de froid via eau de Seine sur la commune de Levallois-Perret. L'offre de base obligatoire comprend une durée de 25 ans permettant en principe l'amortissement économique des investissements réalisés. Les candidats doivent impérativement répondre à une option obligatoire pour une durée de 14 ans à compter du 1er janvier 2028 et paiement par la Ville d'une VNC (Valeur Nette Comptable) à la fin. La présente consultation est organisée conformément aux dispositions du Code de la commande publique et notamment ses articles L. 3111-1 et suivants et R. 3111-1 et suivants relatifs aux contrats de concession et selon une « procédure ouverte », ainsi qu'aux articles L.1411-1 et suivants du code général des collectivités territoriales (CGCT)
