La Métropole de Lyon possède la compétence de la gestion des haltes fluviales. À ce titre, le service Arbres et Fleuves assure l'entretien et la maintenance : - d'une vingtaine de petites haltes fluviales sur le Rhône et la Saône, - d'une halte plus conséquente (avec accès à l'eau potable et à l'électricité) que la ville de Givors a transférée à la Métropole de Lyon - et enfin, du plan d'eau de la darse Confluence, de sa halte fluviale et de la capitainerie associée, objets du présent marché. Véritable porte d'entrée touristique de l'agglomération, la capitainerie propose une offre complète de services : eau, électricité, douches, laverie, wifi ou encore informations touristiques. En 2025, elle a accueilli près de 400 bateaux de 22 nationalités différentes, avec une moyenne de séjour d'une à deux nuits. Le présent marché concerne la gestion de la halte fluviale Confluence, de sa capitainerie ainsi que de la darse et de l'ensemble des équipements nautiques associés. Les principales missions du titulaire sont l'accueil des plaisanciers et le maintien des locaux de la capitainerie, des équipements fluviaux et du plan d'eau (hors périmètre de bassins de baignade) dans un état de propreté satisfaisant
