REQUEST FOR EXPRESSIONS OF INTEREST (FRAMEWORK AGREEMENT - CONSULTING SERVICES )

Assignment Title: FRAMEWORK AGREEMENT(S) FOR THE DESIGN & SUPERVISION FOR WATER INFRASTRUCTURE REPAIR.

The Lebanese Republic (hereinafter called “Borrower”) has received financing in the amount of 250 million US Dollars from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Lebanon Emergency Assistance Project (LEAP). The Council for Development and Reconstruction (CDR), acting as the executing agency for and on behalf of the Government of Lebanon, intends to apply a portion of the proceeds of this loan to eligible payments under contracts for consulting services under Framework Agreements. The consulting services (“the Services”) involve engaging Design & Supervision Consultants under Framework Agreements for several contracts to repair, rehabilitate, and reconstruct damaged water infrastructure across Beirut & Mount Lebanon, Bekaa, and South Lebanon. The Framework Agreements will be conducted under a Two-Stage Selection Process and the consulting services shall be across three core tasks: Task 1: Engineering Studies, Data Validation, Topographic Surveys, Detailed Engineering Designs, and Preparation of Tender Documents (covering pumping stations, reservoirs, water networks/transmission lines repairs, and solar PV systems for water facilities).
Task 2: Assistance in Bid Evaluation and Award of Contracts.
Task 3: Supervision of Construction Works and Contract Administration (including environmental and social safeguards monitoring and defects liability period services).
The Framework Agreement will be signed for a duration of Thirty-Six (36) months with multiple qualified engineering consultancy firms. Specific assignments will be awarded as Call-Off contracts across distinct Call-Off Modules (ranging from slight to severe/full damage levels) on an as-needed basis. The Council for Development and Reconstruction (CDR) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the submission.
The shortlisting criteria are:
Firm Legal Standing, Core Buiesness and Years of Experience:
Legal registration and authorization to operate in its country of incorporation, demonstrating financial soundness. Legally established consulting firm (or lead partner in a Joint Venture of maximum 2 members) with a minimum of ten (10) years of experience in design and supervision services for water infrastructure projects.
2. Specific Technical Experience
Design: Completion of at least three (3) projects of similar nature and complexity within the last ten (10) years, involving detailed engineering design of water distribution networks, high-pressure transmission pipelines, and water facilities (e.g., reservoirs, pumping stations). Supervision: Experience as Lead Engineer/Supervision Consultant of at least two (2) projects within the last ten (10) years involving construction supervision and contract management of water infrastructure. Experience under international financing institutions (preferably World Bank standards and Guidelines) and familiarity with Lebanese technical/regulatory frameworks are considered as advantage.
3. Technical and Managerial Capacity and a general Quality Management
Submission of an accessible Key Experts pool available to the consulting firm.
Page Limit: The EOI submission shall be limited to twenty (20) pages maximum.
Please note that at this shortlisting stage: Technical and financial proposals are not requested. While the pool of available key experts will be considered, however specific Key Experts, if proposed for the assignment, will not be evaluated at shortlisting stage. Request for clarifications on the REOI or TOR may not be replied to at this time, as the allocated time for submission of EOI does not permit for such exchanges. The shortlist will contain 5 to 8 firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the Least Cost Selection described in the “World Bank “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 and to be specifically set out in the Request for Proposals. The deadline for receiving Expressions of Interest shall be by Tuesday, September 15th, 2026 at 12:00 noon Beirut local time. Expressions of Interest (EOI) must be delivered to the address below by hand or carrier including one original, one copy and one electronic CD ROM.
