Formålet med oppdraget er å gjennomføre en følgeevaluering av fire pilotinstitusjoner som har innrettet sitt institusjonstilbud etter felles føringer om ny innretning av statlige barnevernsinstitusjoner. Evalueringen skal utgjøre et kunnskapsgrunnlag for den videre utviklingen av pilotinstitusjonene og det nasjonale institusjonstilbudet i barnevernet.
