Project Background
The United Nations Development Programme (UNDP), through the SDG Local Action Project, is supporting the implementation of the Productive Relocation Based on the Fish Value Chain Project in the City of Beira, Mozambique. The project was selected as one of the global winners of the 2025 Bloomberg Mayors Challenge, an international competition that supports cities in developing ambitious and innovative solutions to improve residents lives through more resilient, inclusive and effective municipal services.
The Productive Relocation Based on the Fish Value Chain Project – "From Climate Vulnerability to Sustainable Community Prosperity" introduces an innovative approach that integrates climate change adaptation, disaster risk reduction, resilient urban development and local economic development. Rather than focusing solely on physical relocation, the project combines the voluntary relocation of vulnerable coastal communities with the creation of sustainable livelihood opportunities centred on the fish value chain.
The project targets vulnerable fishing communities currently living in Praia Nova, an informal coastal settlement exposed to severe risks associated with coastal erosion, flooding, storm surges and sea-level rise. The intervention supports the voluntary relocation of eligible households to Muave, a safer area identified by the Beira City Council for resilient urban expansion, while simultaneously strengthening fisheries-based livelihoods and improving access to productive infrastructure and markets.
Conventional relocation programs have consistently failed: families who moved away from the coast return because that is where their income is. For fishing communities in Beira’s most vulnerable coastal settlements, the choice is stark, remain in increasingly dangerous housing, or abandon the livelihoods that sustain them. The project starts from a different logic: lead with economic opportunity, not housing. Led by the Beira Municipal Council, the project will deliver a resident-led cooperative model that makes relocation compelling by: Establishing a functional fishing cooperative at the relocation site, providing organized market infrastructure, collective processing capacity, and a cooperative governance structure that stabilizes and potentially increases household income. Relocating highly vulnerable families from the most exposed coastal settlements to the new site, with land and housing access anchored in the economic opportunity the cooperative creates. Integrating gender-inclusive cooperative governance to ensure women participate fully in ownership, decision-making, and income from the outset.
The objective of this engagement is to provide incentives to the fisherman cooperatives who will be part of the productive relocation based on the fish value chain project in Beira City, Mozambique.
The service provider shall establish the payment mechanism through bank accounts and disburse the incentives to identified project beneficiaries, comprising the following:
Fifteen (15) fish traders: fish traders will be responsible for the processing, handling, marketing, sale and distribution of fish supplied through the cooperative, including supporting the establishment of reliable market channels and ensuring that fish products reach consumers and other buyers in a timely manner.
Twenty-four (24) fishers: fishers will be responsible for carrying out fishing activities using the boats and fishing equipment provided through the project, supplying the fish catch to the cooperative, and complying with the cooperatives agreed fishing, safety, environmental and operational procedures.
