Details

Liikenne- ja viestintävirasto Traficom (jäljempänä Traficom) pyytää tarjoustanne joukkoliikennepalveluiden hoitamisesta. Tarkemmat kohteet ja sopimuskaudet on nähtävissä tarjouspyynnön liitteissä. Liikenne hankitaan bruttosopimuksella. Bruttosopimuksella tarkoitetaan palvelusopimusasetuksen (1370 /2007) ja erityisalojen hankintalain (1398/2016) tarkoittamaa joukkoliikenteen palvelusopimusta, jossa lipputuloriski on liikenteen tilaajalla. Hankinnasta syntyvien sopimusten rahoitukseen voi osallistua hankintayksikkönä toimivan Traficomin lisäksi lisäksi kunnat, kaupungit, hyvinvointialueet, oppilaitokset sekä toimivaltaiset viranomaiset. Tämän hankinnan sisältämälle liikenteelle myönnetään palvelusopimusasetuksen mukainen yksinoikeus erillisellä hallinnollisella päätöksellä. Yksinoikeuspäätöksessä otetaan huomioon mahdollinen reitin osan läpi kulkeva pidempimatkainen liikenne. Lippu- ja maksujärjestelmävaatimukset sekä liikennepalvelulain (320/2017) edellyttämät yhteentoimivuusvaatimukset on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä.
